What is the Residential Flood Relief Program?

The Residential Flood Relief Program provides assistance and support services to residents whose primary homes were directly impacted by flooding. The program is administered in partnership with The Salvation Army and is designed to help households stabilize, repair, and/or rebuild following flood-related damage.

Who is eligible for assistance?
​
The program is intended for:

Residents whose primary, occupied homes were directly impacted by flooding, and
-
Households experienced verified, documented direct-flood damage
To ensure appropriate distribution of funds, assistance is provided only to households with verified flood impacts.

How is flood impact verified?
​
Flood impact may be verified through one or more of the following:

County- or state-provided documentation of impacted addresses

Address verification using flood maps and impacted-area data provided by Gila County

Other supporting documentation reviewed and approved by partner agencies, namely contractor repair/rebuilding estimates.
This verification process helps ensure that assistance is directed to households that were directly affected by the flooding event.

How much assistance is available?
​
Effective January 6, households with severe flood damage may be eligible for up to $30,000 in total assistance, depending on need, documentation, and available funding.
All assistance is needs-based and coordinated through The Salvation Army.

Assistance may include:

Home Repair & Rebuilding

Payment of contractor invoices related to flood repairs
(Handyman services up to $1,000 per Arizona regulations) -
First Choice Lumber vouchers

Kino Floors & Interiors vouchers

CAL Ranch vouchers

Housing Stability

Rental or mortgage assistance (up to $4,500)

Closing cost and/or down payment assistance to support relocation (up to $5,500)
Basic Needs Support

Support is tailored to individual recovery plans and needs.

How do residents apply or receive support?
​
All residential assistance is coordinated through The Salvation Army. Residents seeking support should contact The Salvation Army directly to determine eligibility, documentation requirements, and next steps.
Are applications still open?
​
While the program remains open, partner agencies are prioritizing existing active cases and households with demonstrated and verified flood-related needs. This helps ensure that those most impacted receive timely support and that partner staff are not overwhelmed.

Is this program for general financial hardship?
​​
No. This program is specifically intended for residents whose homes were directly impacted by flooding. It is not a general hardship or emergency assistance program.

Why is the residential flood recovery process taking longer than expected?
Recovery and rebuilding following a flood is a complex process that requires time and careful oversight. Although $800,000 in funds raised has been allocated to the residential flood assistance program, funds must be distributed responsibly and in alignment with each household’s specific recovery needs. To date, nearly $300,000 has been distributed through this partnership with The Salvation Army, and the majority of remaining funds have been earmarked for households with active cases. This measured approach helps ensure that available resources are used effectively to support sustainable, long-term recovery.
